Alabama

It is legal to possess a pet raccoon but a permit is required. There are cage requirements and you must contact your local game warden for the permit.

Alaska

It is illegal to possess a raccoon in Alaska under any circumstances.

Arizona

Possession of raccoons is strongly discouraged. You could apply for a Wildlife Holding Permit (under statute R12-4-417) if you have the appropriate rationale.

Arkansas

It is legal to have a pet raccoon.

California

It is illegal to possess a pet raccoon. There is a complicated process to apply for a prohibited animal permit. Contact the state department of wildlife.

Colorado

It is illegal to keep a raccoon as a pet (statute 35-80-108, 2C) unless you can obtain a Commercial Parks license which is costly. For information contact Kathy Konishi at the Special Licensing Section, 970-945-7228.

Connecticut

It is legal to keep a raccoon as a pet, but you can have no more than one. You cannot purchase one, however.

Delaware

It is illegal to possess a raccoon in Delaware.

Florida

It is legal to possess a pet raccoon but a Class III permit is required. It costs is free. If you intend to keep more dangerous animals a Class I or II is required which costs $100 per year.

Georgia

It is illegal to have a pet raccoon, and you may not breed them.

Idaho

It is illegal to keep or sell a raccoon.

Illinois

It is legal to have a pet raccoon. You must have a fur bearing mammal permit, $25 annually. You must buy your kit from a licensed breeder and it is legal to import one.

Indiana

It is legal to have a pet raccoon. The raccoon is listed as a class II animal, and a permit is required. Contact the License Unit, Room W273, 402 W. Washington St. Indianapolis, IN 46204-2267.

Iowa

No animal taken from the wild may be kept as a pet or as breeding stock. You must have in your possession a receipt from a pet store or from a licensed game breeder showing where you purchased your animal. You may obtain a game breeder's license from the Iowa DNR by calling 515-281-8688 or by writing for an application to: Iowa DNR, License Bureau, Wallace Building, Des Moines, Iowa 50319-0034.

Kansas

It is illegal to sell or keep a raccoon as a pet. It is even illegal to buy a raccoon. Raccoon may be bred with a game breeder permit issued by the KDWP.

Kentucky

It is legal to possess a pet raccoon but a permit is needed. Contact bpulliam2@mail.state.ky.us .

Louisiana

It is illegal to have a pet raccoon.

Maine

It is illegal to possess a raccoon for any reason.

Maryland

It is illegal to possess a raccoon as a pet or to breed them.

Massachusetts

Michigan

It is legal to possess a pet raccoon but you must buy it from a licensed dealer and obtain the permit beforehand. Contact Michigan Department of Natural Resources, PO Box 30028, Lansing, MI 48909-7528.

Minnesota

It is legal to have a pet raccoon. A special permit may be obtained from the Commissioner of department in charge of game and fish regulations (statute - 97A.401). It is legal to import a raccoon if it was obtained legally in another state (statute - 97A.505). Call 612-296-4771

Mississippi

It is illegal to possess a raccoon in Mississippi.

Missouri

It is legal to possess a pet raccoon but you need a Wildlife Hobby Permit prior to obtaining the animal. The animal must be purchased from a licensed breeder, not imported. A breeder's permit costs $50.

Montana

It is unlawful to possess a raccoon except as part of a fur bearing enterprise. A fur farm license costs $25 initially and $15 a year, thereafter. Contact the department of wildlife.

Nebraska

It is legal to have a raccoon, but you need a Game Fancier Permit if you have fewer than 50 animals. It costs $8.25. If you want more than 50 animals, or want to sell them, you need a commercial permit at $28. Contact Frank Andelt, 402-471-5427. Or phone 402-471-5558 for more information.

Nevada

It is illegal to possess a raccoon.

New Hampshire

New Jersey

It is illegal to import a raccoon, and currently illegal to possess one.

New Mexico

New York

It is not legal to possess any wild animal. However, you could apply for a fur breeder's license which costs $25.

North Carolina

It is legal to possess a pet raccoon but a permit is needed. For Wildlife Resources Permit, call Randall Wilson at 919-528-3374. If you intend to import a raccoon, you need an additional permit from NCDA. Call Veterinary Services at 919-733-7601.

North Dakota

It is illegal to possess a pet raccoon.

Ohio

It is legal to possess a pet raccoon but a permit is required.

Oklahoma

It is legal to have a pet raccoon, but you must purchase it from a licensed breeder and have written proof of the purchase including his license number. To have a breeding pair, you need a non-commercial wildlife breeder's permit. The game warden's inspection will cost $5. To sell the offspring, you must have a commercial wildlife breeder's license at $48 per year.

Oregon

It is legal to possess a pet raccoon but a permit is required. Contact the Oregon Department of Fish and Wildlife, PO Box 59, Portland OR 97207.

Pennsylvania

It is legal to possess a raccoon as a pet as long as it is bought from a licensed breeder in Pennsylvania.

Rhode Island

It is legal to keep a raccoon as a pet (statute 20-16-5), but a permit is required. It is legal to import a raccoon as a pet (statute 4-18-6c). A permit is required.

South Carolina

It is not illegal to keep a pet raccoon and no permit is needed. However, it is illegal to sell a raccoon for a pet, and it's illegal to import one.

South Dakota

A resident may possess 1 raccoon if legally obtained. Wild raccoons cannot be bred as you are allowed to take only 1 from the wild for a pet. To breed raccoon, the stock must be from a domestic source and a permit is needed. 

Tennessee

It is legal to have a pet raccoon. You must get a possession permit before you buy your kit from a licensed breeder. If you want to import one, you must get an importation license. You need an additional permit to propagate raccoon.

Texas

Texas has no pet permit for the possession of a raccoon. However, you may easily qualify for a rehabilitation permit.

Utah

It is illegal to keep a raccoon as a pet.

Vermont

It is illegal to have a raccoon as a pet. A propagation farm permit costs an initial $50 and $10 annually.

Virginia

It is illegal to keep a raccoon in Virginia .

Washington

In the reply from the state, there is no specific statement that it is illegal to possess a pet raccoon, but, "..persons..are prohibited from..acquiring, selling, bartering, exchanging, giving, purchasing, or trapping for retention as pets or for export any..raccoon..". 

West Virginia

It is possible to possess a raccoon as a pet legally in West Virginia, but not simple. You must apply for and receive a 'orphan wildlife permit'.

Wisconsin

It is illegal to possess any wild animal including a raccoon.

Wyoming

It is legal to possess a pet raccoon and no permit is required.
